He was the son of Stephen Atwater, a farmer, and Abigail (Bradley) of Cedar Hill, an area near the Hamden line in the north part of the Fair Haven peninsula. Most of the Atwaters settled in that region. Stephen became a freeman in 1733, was a highway surveyor, fence viewer and a grand juryman. He was on a committee to see about encroachments on the town highways and to remove them. He was born 1705; died 1759.

Timothy died a week after his third birthday: he was born on August 9, 1739, and passed away on August 16, 1742.
